It is generally acknowledged that the strength of Malaysia’s democratic institutions have degraded over the years. There is a strong dominance of the executive over the parliament and there are significant restrictions of democratic freedoms of speech and expression. Newspapers need to renew their printing licenses on an annual basis and find themselves exposed to immense political pressure. Radio and TV are either owned by the government or they are government controlled. In this situation, elections in Malaysia are generally regarded as “free but not fair”.
