Finance ministries are not often studied. The literature on fiscal institutions has so far focused on the causes of centralization of budgetary control in the ministry of finance, while the budget reform literature studied the shift from traditional micro-budgetary controls to modern macrobudgetary controls. Neither literature can fully explain why only some countries followed the lead of early New Public Management reformers and adopted a strong macro-budgetary regime. In this paper, I use fuzzy-set qualitative comparative analysis to understand these reforms in a group of 22 countries. I find that the variation can only be explained by a combination of external pressure due to fiscal stress and the preferences of officials, which in turn are shaped by organizational culture.
